Sending Schedule to Unifier From P6 Fails With Error: 'Activity Percent Must Be 100% When the Activity Has an Actual Finish Date'

When attempting to push schedule sheet from P6 to Unifier, the following error occurs:
Even though the activity percent is actually 100%, the Unifier webservice still throws this error.
The issue can be reproduced at will with the following steps:
1. Login P6 web
2. Open a project
3. Push the schedule to Unifier
