Documents "New Window" Shortcut Not Working In Tasks (Doc ID 2244309.1)

In a task pane, there is a button for Documents integration
that consists of two parts: a round button that opens up a task's
corresponding Docs folder within the same pane, and a smaller button with an
arrow that opens up that Docs folder in a new window. The first time you
click the smaller icon, a new window opens up but shows an error message
reading, "Folders have not been created yet" (see error.png). If you click
the larger (round) Docs icon, the Docs folder correctly opens up in that
pane, and if you close that and click on the small arrow icon again, this
time the Docs folder does correctly open up in the external window. The
problem with the external window and the error message will reappear if you
log out and log back in as either the same user or a different one.

The problem doesn't recreate on  (16.3.5 ) but recreates on the
customer  17.1.3 environment
