Attribute URL_c in OrganizationDEO is required."

The issue can be reproduced at will with the following steps:
1. Oracle Fusion Receivables
2. Billing
3. Manage Customer

The issue has the following business impact:
Due to this issue, users cannot add contact person, and this is required for billing.
