Fusion Global HR: User Unable To Add Emergency Contact Details, fields are not editable (Doc ID 2245138.1)

On : version, Global Human Resources

All users are unable to update their Emergency Contact Details (under Personal Information UI).
When user clicks to add a new contact, the First Name and Last Name fields are non-editable.

Expect to create contact details

The issue can be reproduced at will with the following steps:
1. About Me > Personal Information > Edit > Contacts
2. Click + to create contact
3. Name fields are greyed out
