Automatic Update Failed To Install New Binary With Error Message 1723 (Doc ID 2245263.1)

Symptoms

On : 11.1.11.1.0 version, Microsoft Outlook

Unable to upgrade to version 3.07.1, auto update failed to install with error message 1723
Users do not have local admin rights software, but up to now, the Installer has always worked for this software.
As stated in Doc Id 2022105.1 that from version 3.07.xx Admin rights will not be required

The issue can be reproduced at will with the following steps:
1. Normal update process ends with this error.
2. If attempts to uninstall and reinstall the new binary same error appears.
