How to show Account Address Mandatory fields while creating Account

Problems with required fields in account address
When registering an account and proceeding to register the address, the system does not show as mandatory the fields that are configured if, only if modify the country, is that the system takes the proposed configuration.
Is there any way for the system to display the address configuration at the moment of entering the account creation screen.
The issue can be reproduced at will with the following steps:
1. Navigate to Account and create new Account
2.If we set required fields for any country under Manage Address Format task
3. And we set that country as default country at Account creation level, creation page suppose to show mandatory fields.
