Error 'Value does not fall within the expected range' in Installation Log File When Attempting to Uninstall, Install, or Launch ClickOnce P6 Professional Client

Information in this document applies to any platform.
When attempting to install, uninstall or launch the P6 Professional ClickOnce application, the following error occurs.
The application cannot be started.
In addition, the following error can be found in the ClickOnce installation log:
Value does not fall within the expected range.
The issue can be reproduced at will with the following steps:
- Go to the company's Cloud jump page.
- Click the Install P6 Professional link.
- During the ClickOnce installation process the first error occurs; Click Details...
- The second error is displayed in the log file.
