Symptoms
On : 11.1.11.1.0 version, Post Journal Entries
Journal can't be posted due to Error - Funds reservation failure from spreadsheet source and that fall into a Budgetary Control (Control Level None) - Supplemental Rules (Control level Track)
ERROR

The posting log shows error:
SHRD0181: glperp() - err_str = Funds Reservation Failure
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to fusion Apps
2. Navigator>Manage Journals
3. Schedule new process: Post Subledger Journal Entries
4. The posting process shows errors for journals for which the SHRD0181: glperp() - err_str = Funds Reservation Failure.
5. Customer has setup a CB with control level none and supplemental rules that do apply for the journal in question, but the level in track, according to the documentation should not stop the transaction.
