Unable to Access Storage Packs as Service Instance is Locked (Doc ID 2246834.1)

Symptoms

The service instance cannot modify the number of the Storage Packs because it is locked due to an Overage in Storage Packs. Due to this issue, users cannot access storage due to overage.
