Unable To Sign Into ARCS Instance with Identity Domain Administrator (Doc ID 2246941.1)

Symptoms

When trying to sign in with Identity Domain Administrator to myservices oracle cloud,  getting an Error:

"The Information you entered is incorrect. If you've forgotten  your password, click can't access your account." 

If trying to reset password, still not able to login.

Cause
