Symptoms

On : 11.1.11.1.0 version, Billing - Transactions

ACTUAL BEHAVIOR
---------------
User clicks on View Image and the PDF does not open

EXPECTED BEHAVIOR
-----------------------
User should be able to view PDF from clicking View Image.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator>Receivables>Billing
2. Manage Transactions
3. View Image


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot view image of transaction.
