Running End Of Year P60 Process Extremely Slow (Doc ID 2247153.1)

Currently doing year end testing for 2016/2017 and have have run the process 'Run End of Year P60 Report'. This process took over 1.5 days to complete for less then 10.000 employees for example. We cannot see why it should take so long.
Have also run the End of Year P60 Selective Print process and this took 6hrs and 24mins to complete so, still quite a long time.

The process to finish in a few minutes

The issue can be reproduced at will with the following steps:
1. Run 'End of Year P60 Report'
2. Run End of Year P60 Selective Print process

The issue has the following business impact:
Due to this issue, users cannot finish EOY testing
