New Hire gets stuck without Date of Birth

You must specify a date of birth for this person before you can attach a payroll to them

The issue can be reproduced at will with the following steps:
1. Navigate to new person UI
2. Select add a new employee
3. Enter personal details without Date of birth click next
4. Enter other details as required and move to Employment page
5) On the employment page enter required details and attach a payroll
6) Click on next and error appears
