Notification Failed with Error SOAPException: Message Send Failed: Read Timed Out (Doc ID 2247174.1)

Symptoms

User's are getting intermittent errors when people are submitting the Promote workflow.  It could be occurring with other transactions besides Promote, however that is the only transaction that has been reported with this issue to date.

FAULT_NAME=remoteFault::FAULT_TEXT=com.oracle.bpel.client.BPELFault: faultName: {{http://schemas.oracle.com/bpel/extension}remoteFault} messageType: {{http://schemas.oracle.com/bpel/extension}RuntimeFaultMessage} parts: {{ summary=oracle.fabric.common.FabricInvocationException: Unable to invoke endpoint URI "http://hcm-internal.oracleoutsourcing.com:10619/hcmEmploymentCoreApprovalRules/ApprovalRulesService" successfully due to: javax.xml.soap.SOAPException: javax.xml.soap.SOAPException: Message send failed: Read timed out ,detail=Unable to invoke endpoint URI "http://hcm-internal.oracleoutsourcing.com:10619/hcmEmploymentCoreApprovalRules/ApprovalRulesService" successfully due to: javax.xml.soap.SOAPException: javax.xml.soap.SOAPException: Message send failed: Read timed out ,code=null}

After this error happens, the person has been able to retry the transaction and successfully submit.

The issue does not occur due user's being in the application too long.  People log in, immediately submit the transaction and it fails, and  then try to submit again and it completes without error.
