Fusion Application Date And Actual Date Is Showing Different - Seven Hours Ahead Of PST Time

Information in this document applies to any platform.
There are inconsistent date formats in Notification Email. The configured configured date format is honored in the details section of the email, but ignored in the History section , The detail section is in sync with date preference set.
The Fusion application Email History Section shows dates/times seven hours ahead of PST time zone. The issue exists in all Environments.
