Channel Account Manager Is Not Able To Submit The Enrollment

CAM is not able to Submit the Enrollment
Observed that a CAM is not able to submit the enrollment request. As per the link shared by oracle CAM should be the one who submit the enrollment & Channel operations manager approve the enrollment. Unable to submit the Enrollment using CAM login both R11 & R12 environment.
