Record creation email Workflow is not getting triggered

when record is created/updated on custom object email work flow is not getting triggered.
Tested with multiple sales users having two different roles.
1. when tested with securitytest1(custom sales rep role) it is not working; this role is being used for all sales users
2. when tested with sales rep(OOTB role sales representative) it is working.
