Web Service Calls To HCM From EBS Intermittently Fail With Java.net.ConnectException (Doc ID 2247818.1)

Symptoms

 When attempting to use a custom PLSQL interface in EBS Production  which makes web service calls to cloud HCM
the following error occurs intermittently.

ERROR
 

java.net.ConnectException: Connection refused

Interface has sub programs which will call different web services.

Error while invoking HDL Batch Webservice https://<host>.<domain>/hcmCommonDataLoader/HCMDataLoader
Batch Creation Failed : java.net.ConnectException: Connection refused

03/06 7AM PST RH HDL Error Status Report(Request Id:2840645)
https://<host>.<domain>/xmlpserver/services/PublicReportService
ERROR java.net.ConnectException: Connection refused

03/06 6AM PST RH Submit BI For Worker and Work Structures Key Map(Request Id:2840528)
IO Exception Connection to :https://<host>.<domain>/xmlpserver/services/v2/ScheduleService
java.net.ConnectException: Connection refused

03/02 7AM PST RH Load HDL Data with Web Service(Request Id:2828513)
Error while invoking HDL Batch Webservice https://<host>.<domain>:443/hcmCommonDataLoader/HCMDataLoader
Batch Creation Failed : java.net.ConnectException: Connection refused

java.net.ConnectException: Connection refused


 
The issue can be reproduced at will with the following steps:
1. Call various web services in cloud HCM. 

2. The issue occurs intermittently with connection refused failures. There are no messages in the OHS access logs for the failures.
