Tilde (~) Is Not Correctly Spelled in $_tilda_$ Delimiter

In 2016 R2, the ~ (tilde) stored in configuration attributes changes from the actual character to "$_tilda_$" when going from Configuration to Commerce. The spelling of the English name is incorrectly spelled as noted in the Release Notes for 2016 R2 and when viewed in the document XML of the quote. For clarity, these are the generic steps:
- Configure a model and in a text attribute, input "hello1~hello2".
- Add the model to a quote.
- View the document XML. See How To View Quote Document XML Information (Doc ID 1660712.1) for steps on how this is done.
- In the config_attr_info of the XML, look for the attribute and its stored value. It will read as "hello1$_tilda_$hello2". This is the actual behavior.
The expected behavior is "tilda" should be spelled as "tilde" which is the correct spelling of the character ~ in English.
