Goal
Requirement is to create one control budget which will be used to control some values at child level and some at parent level.
But if user creates tree with some parent and child values it work fine but if user includes detail values separately without parents then it start giving error while entering budget through spreadsheet:
Segment values in Natural Account are invalid for this control budget because they are either undefined or at the wrong level. (XCC-675208)
