Region Groups Configured on Rate Offering are Ignored During Planning (Doc ID 2248911.1)

Symptoms

A Rate Offering is configured to include a Region Group. This Region Group has regions for specific Geographies. When planning multiple orders, where one order is within this Region Group, but another is NOT, OTM is still creating a Multistop shipment.

It was expected that since the Region Group does not match the geography of one of the orders, that this order should not use this rate (i.e. fail or use another valid rate)
