Cannot Approve Through Email [Could not determine the user agent since cannot get hold of a request or session]

When attempting to approve or reject quotes using mobile approvals, the approver has this error emailed back to them:
Could not determine the user agent since cannot get hold of a request or session.
Subsequently, the approval is not processed and the quote remains in the "Pending Approval" state.
