When trying to enter a nonrecurring payroll element an error message is received ""ORA-20001: No appropriate payroll time periods exist to allow the creation of a nonrecurring entry. Details: There must be at least one active payroll period in existence at the effective date for the associated employment level. ORA-06512: at "FUSION.PAY_ELEMENT_ENTRY_API" line 415 ORA-6512 at line 51." This happens for all nonrecurring elements.
