Symptoms

Exported Offer start dates are different from what is seen in Recruiting, even though the Ignore Time Zone for Offer Start Date setting is Yes.

Changes

Setting: Ignore Time Zone for Offer Start Date is set to Yes

Above means that in Recruiting screens user time zones aren't considered for an offer's start date (the time that is set in the candidate's offer will be observed by all users in all locations).
