Update Standard Account Field PrimaryFormattedPhoneNumber

Client wants all Roles to be able to enter & update the std Acct field PrimaryFormattedPhoneNumber
I attempted to make the change by:
creating a sandbox in the STAGE environment
activating the sandbox
go to account details page
click on select
remove read only check box
publish active sandbox
However, this approach did not work.
What is the correct approach required in order to make this change?
