Symptoms
User can select service maintenance start time with time and timezone at "Daily Maintenance" page.
When changing timezone, time is not moved correct time.
e.g.)
Before: 12:00 (UTC+00:00) London - Greenwich Mean Time (GMT)
After changing timezone to "(UTC+09:00) Tokyo - Japan Time (JT)" -> 7:00 (UTC+09:00) Tokyo - Japan Time (JT)
After changing timezone (again) to "(UTC+00:00) London - Greenwich Mean Time (GMT)" -> 8:00 (UTC+00:00) London - Greenwich Mean Time (GMT)
