Contact Records Not Importing Properly But No Errors/warnings Reported

Trying to import 15793 account records. The import failed with 12896 records importing successfully and 2899 failing out of the total. Ran the export 30 minutes later and all the records were showing.
Today fixed the problem with the import (Country codes not assigned properly) and deleted all the imported accounts (using a DELETE->PartyId) import and reimported all the records.
There were 0 errors and 0 warnings. All imported successfully. However on export only 2112 records remain. Able to rerun the job and now 2161 records are showing. But cannot import any contacts as they reference records not available.How to get it fixed?
