Is Customisation in Activity affected due to Recent Patch Update (Doc ID 2250150.1)

Goal

There is customization done on the Activity Object. The customization is to restrict on appointment creation that any appointment created has to be updated within 48 hours. If anybody tries to modify the appointment after 48 hours they will get an error saying past date activity cannot be modified.
Recently it is noticed the users are able to modify their past date activity, but as per the customization specified it shouldn't be allowed.

Did the recent patch / update bundle applied on the environment has affected the customization made on activity?
