Territory Owner Could Not Edit Territory in Territory Proposal (Doc ID 2250462.1)

On : 11.1.11.1.0 version, Territory Management, Quotas

ACTUAL BEHAVIOR
---------------
Territory owner could not edit territory
Tried to edit a territory with the owner but he could not edit it. But if create a new territory, this new territory is editable.
Why this user could not edit the territory, even if he is the owner? He has the role Sales Manager.

EXPECTED BEHAVIOR
-----------------------
Partner user who is Territory owner should be able to edit the territory.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as Partner user and go to Navigator > Sales > Territories
2. Select Manage Territory Proposals
3. Create a new Territory proposal
4. Within the proposal, highlight the territory you'd like to edit and all buttons grayed-out for Add to Proposal, Edit Territory Details, Edit Coverage, for the user.

Due to this issue, partner users cannot edit territories they own.
