Symptoms

ACTUAL BEHAVIOR

Unable to save Risk Threshold Data .

EXPECTED BEHAVIOR
-----------------------
The new Risk Threshold Data should save.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Steps to reproduce:
 - Go to Administer, Enterprise Data, Risks, Risk Thresholds.
 - Click to add a new threshold, change the type to 'Cost Impact by Value'
 - Change the levels to '2' (the number of levels doesn't matter, it just makes it easier to see the problem)
 - Change the High value to 1,000,000.
 - Click 'Save'.
 - The Low value should change to be equal or less than 1,000,000, but it doesn't.

The second problem is that when setting a schedule threshold, none of the threshold values are saving

Steps to reproduce:
 - Go to Administer, Enterprise Data, Risks, Risk Thresholds.
 - Click to add a new threshold, change the type to 'Schedule Impact by Value'
 - Change the levels to '2' (the number of levels doesn't matter, it just makes it easier to see the problem)
 - Change the High value to '10' (the value doesn't matter for any of the testing that I've gone through)
 - Click 'Save'.
 - The High value should save with the value of 10, but it reverts to the default value.
