Partner Users No Longer Have Access to Unifier (Doc ID 2251194.1)

Symptoms

Partner Users can no longer access the Unifier application in Production. 
When users log in to the portal, the following message is displayed where the Unifier button should be:

Welcome to Construction and Engineer Cloud Portal, [user's name]. Contact your Cloud Administrator to get application access.

Changes

 Environment was upgraded to a newer version.
