Partner User Receives Error when Logging into CPQ Cloud via SSO [User cannot login via Single Sign-On] (Doc ID 2251285.1)

When a partner user logins into CPQ Cloud using SSO they receive the following error:

User cannot login via Single Sign-On

The user is correctly set up within the Partner Organization and is Enabled for SSO.
