Fusion Applications - Bell Icon Notifications "Mark As Read" Is Not Working As Expected (Doc ID 2251468.1)

Symptoms

Users click to open a notification from the bell icon list in the Fusion Applications HomePage.  That notification is marked as read along with other notifications in the list, even though the user has not opened them. The bell icon was showing forty-one unread notifications and after clicking on one notification , the count  shows twenty-two unread items. Even though the user had opened only one notification, the count of the unread notifications under bell icon decreased by more than one. 
 
When the user clicks on any one of the notifications in the Bell Icon list, it opens the corresponding task details page as a popup. The expected behavior is: once the task details popup page opens, at the same time in the home page the number count on bell icon reduces by one as user opened the task.
