Translate General Ledger Account Balances program

Symptoms

ACTUAL BEHAVIOR
When running the Translate General Ledger Account Balances program,
the following error is encountered:

ERROR
SHRD0206: Proper access privilege is required to run this program.

Additional info: have access through data access set to both ledgers primary and secondary ledgers.

STEPS
The issue can be reproduced at will with the following steps:
1. go to General Accounting > General Accounting Dashboard > select Translate Balances
2. submit the Translate General Ledger Account Balances process
3. it completes in error.
