REL12 - How to Autoprovision Roles and Check Send Email for New User Setup

REL12UPG - Autoprovision Button Does Not Work for New User Setup and Cannot Check Send Email
When trying to create new user, 2 things do not function. How to achieve these functions in Release 12?
1) Autoprovision Roles Button once applied does not populate Resource, Employee or chosen Role underneath
2) "Send Username and Password" Check Box unable to select
Both work fine in Release 11
