Created a New Administrator for the Content Cloud Service; No Folders are Available

A new administrator was created for a user's Oracle Content Cloud Service. When the new administrator accesses the service, the administrator cannot see any folders. The new administrator is able to see the content sidebar which contains files, conversations, people, etc., but to the right, the user encounters a, "This folder is Empty" message.
