After Upgrading To 17.1 Unable To Complete Orders On Storefront (Doc ID 2252597.1)

Symptoms

After submitting an order, users become stuck for a long period of time on the payer authorization page and then eventually get kicked back to the checkout page. This prevents them form submitting their order.

How to replicate:
1. Navigate and log into the test storefront
2. Add any product to your bag.
3. Checkout with a test credit card.
4. Click ‘Place Order’.
5. The checkout page changes to the payment authorization page.
6. The payment authorization page remains visible for about 1 minute and 30 seconds.
7. The user is then kicked back to the checkout page and the following error message is displayed: “We experienced a technical problem. Please try again in a little while.”
8. An inspection of the page shows a '403 (Forbidden)' on a POST to https://{STOREFRONT}/ccstoreui/v1/payment/responses
