Can the Partner Contact records be marked as read-only after creation via Data Security Policies?

Goal

Can the Partner Contact records be marked as read-only after creation via Data Security Policies.
System should not allow users to make updates to the Partner Contact record.

Is it possible to achieve this requirement of restricting "Partner Contact" creation for the "Channel Operations Manager" and "Channel Administartor" role?
