Standard Deal Registration Approval Flow Consistently Sets Status To Failed (Doc ID 2253565.1)

When a Partner User (created via a Partner Contact in SUI), attempts to submit a Deal Registration for Approval, the Deal is immediately set to a status of Failed, with no territories assigned to the Deal. We do have Channel Sales Manager (CSM) territories set up, which are Partner Centric. We have also tested with Customer Centric CSM territory but saw the same results. When we use Channel user such as a Channel Operations Manager to submit the deal, the status goes to Pending Approval, but no territories or Approvers are assigned. A default approver has also been defined in Setup and Maintenance.

After submitting for approval, the Deal Registration should be assigned to at least one approver, be assigned to at least one territory, and have a status of Pending Approval.

The issue can be reproduced at will with the following steps:
1. Log in as Partner Contact
2. Navigate to Deal Registration
3. Create Deal Registration
4. Edit Deal Registration > Actions > Submit for Approval
5. Save and Close
6. Re-Open Deal Registration > Status is Failed

The issue has the following business impact:
Due to this issue, users cannot create a Deal Registration because the Approval process is not being triggered
