Error Occurs When Importing Campaign Recipient

We are encountering errors on the campaign recipient import.

No matching record has been found. The import process will ignore this record.

The issue can be reproduced at will with the following steps:
1. Go to Admin>Import and Export Tools
2. At Import Data section, select Campaign Recipient then click the Launch button.
3. In step1, select Overwrite Existing Records, Don't Create New Record, Don't import Field Value, then select the import file.
4. The import will be completed with the error.

The issue has the following business impact:
Due to this issue, users cannot import Campaign Recipient.
