ACTUAL BEHAVIOR

After a P2T refresh, the DBA.ADMIN user cannot update any existing user in OTM on their test instance. When updating a user (by trying to remove the expiration date set on the user after the P2T refresh process), the following exception is seen:

It is expected to be able to update any user successfully as DBA.ADMIN.
STEPS
-----------------------
The issue can be reproduced with the following steps:
1. After a P2T refresh, login to OTM as DBA.ADMIN
2. Navigate to Configuration and Administration -> User Management -> User Manager
3. Search for and select to edit a previously created user in OTM.
4. Modify the user and select 'Finished' to save.
5. The exception is thrown.
