Sync error: FC0109: Defaults validation failed. Fields [PARTY_ID] are empty.

Seeing a synchronization error

The issue can be reproduced at will with the following steps:
1. Create new user in OSC using Manage users

2. Try to login to Outlook plugin as this user, it will receive error.

The issue has the following business impact:
Due to this issue, users cannot complete Outlook sync
