Oracle Fusion Benefits. Release 11.

Eligibility Engine error when trying to create Open life event

Receiving error: An error occurred in the eligibility engine. Contact your benefits administrator for a review of the audit log and trace files. (BEN-990099)
The eligibility evaluation process could not retrieve the eligibility record. Try backing out the life event and reprocessing.

This error is received when evaluating Open Enrollment through Process Open Enrollment on individual records as well as when running Scheduled Life Event process for Open event on specific records. All life events on record are already processed and can not be backed out.
This is occurring both test and production pods.
