Symptoms

In an Oracle Hosted Cloud Environment, a User Account is locked from too many invalid login attempts.  
When the Administrator attempts to unlock the user account in the Cloud Administration Application, there are no locked User accounts displayed so the Administrator is unable to unlock the user account.
