Element Cost Error - "There must be at least one segment entered for the offset account. (PAY-1636007)" (Doc ID 2257579.1)

Symptoms

ACTUAL BEHAVIOR
---------------
While defining costing flexfield details at element eligibility level > error is received.
The Offset Account does not have a single segment visible.

ERROR
-------------------------
"There must be at least one segment entered for the offset account. (PAY-1636007)
Any segments not entered in the offset account use the same values as the cost account. "

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator>Setup and Maintenance
2. Search on task Manage Elements
3. Select Go to Task
4. Search on existing element (or create a new one)
5. Select the Element Eligibility link then the Costing tab
6. receiving error
7. Note in the Offset Account region there are no segments available to set

BUSINESS IMPACT

Due to this issue, users cannot define the offset account for the element
