How to be able to change Distribution Account for Adjustment from Manage Transaction UI (Doc ID 2258661.1)

Goal

On : 11.1.11.1.0 version, Billing - Transactions

Adjustment created in Manage Transaction UI does not allow Transaction Distribution to be changed.

An Adjustment created from the Manage Transaction UI does not allow user to change Transaction Distribution account combination. An Adjustment created in the Cash Receipt UI allows user to change Transaction Distribution account combination. Why doesn't the Manage Transaction UI adjustment allow user to change account distribution?
