"Check For Duplicates" Functionality Not Working On Leads

"Check for Duplicates" functionality not working on Leads
After a Lead is created, we should be able to identify whether the contact is a duplicate using the "Check for Duplicates" Action in the Action dropdown.
However when this is selected the system always returns "No duplicates found", even if an exact duplicate with the same Primary Contact and Account exists.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Lead with a Primary Contact similar to a lead that already exists
2. Save and Edit -> Edit Lead Page -> Actions -> Check for duplicates -> "No duplicates found" message is returned
