ER to be able to Add Team Member to a top-level territory

Currently the functionality of non-admin territory owners prevents editing of the top-level territory by making the top-level territory read-only. This forces an extra step of have to duplicate the Territory details in order to add team members. I would like to be able to add team members to a top-level territory without having to go through the extra customization steps.
