Allocation Wizard: Is There A Volume Limitation In The Exclude Step?

The Member Selector of the Allocation Range step (only allows 1 Parent Value. user need to use 2 Cost Center Parent Values).
Because user can only use 1 Cost Center Parent Value in the Allocation Range step user has to use the top Cost Center hierarchy parent. Consequently, there is a relatively large number of excludes to enter in the Cost Center dimension of the Exclude step (which seems to have a volume limitation). Thus user cannot complete the Allocation configuration.
1. Why does the Allocation Range only allow 1 Parent Value to be included? Every time user makes a new selection, the current selection is over written. Is there some way to increase the number of Parent Values selected? Each dimension only allows 1 parent value to be selected.
2. Is there a volume limitation in the Exclude step of the Allocation Wizard?
