User Cannot Be Searched (Doc ID 2260495.1)

We created a user last year. When searching for this users account in Oracle Identity Manager (OIM) it is not returning any results.
This leads me to believe the user does not exist as nothing is showing in OIM,  When trying to create the user, the system gives an error message with the text - "Error user already exists".
